Heritage-centered preparedness campaigns across two Pacific territories
Developed and executed strategic communications for the Guam and CNMI Departments of Health, building disaster preparedness campaigns around a central insight from early community planning: that Chamorro identity is family-centered and multigenerational. Reframed emergency preparedness as an act of protecting community heritage rather than individual risk management — a frame extended into COVID-19 vaccine outreach in 2021. During pandemic restrictions that limited in-person outreach, shifted to direct mail, vaccine clinic distribution, and a redesigned Guam DOH website to maintain community reach.
